Emergency Tactics should include instant cast

I think you are missing the most useful aspect of Emergency Tactics, which is Double adlo when wanting to get a tank up quickly.

In the time it takes to Emergency Tactics + Swiftcast + Adlo your tank is dead. I don't see it working very well as a panic button. If you refer to it as anticipating a tank buster, your best bet is placing an adlo before or in the middle of the channeling of the tank buster and landing another adlo just right after your tank takes the spike damage.
