Emergency Tactics should include instant cast

Emergency tactics is an ok spell, you can use it to anticipate heavy raid aoe damage in case you don't have stacks of aetherflow or want to save them for indomitability/lustrates. It's almost always only useful with succor...you almost never want to replace an adloquium for a cure II, however, there are times where you want to replace a succor for a medica. It's not the most powerful spell they have given us, but I wouldn't describe it as useless.

Dissipation is useless.

I think you are missing the most useful aspect of Emergency Tactics, which is Double adlo when wanting to get a tank up quickly.
