The ability's name says it, "Emergency". You use it whenever a sticky situation comes and the extra burst heal comes in handy. Sure, it's utilized more on 4-man dungeons but using it on 8-man raids doesn't make it less useful.

I think OP missed the point where in raids it can be 2 sch. With Emergency tactics you can quickly recover the group from an aoe that would be ...less recoverable had it been 2 sch in ARR.
ET is primarily a "turn your next Succor into a Medica" button. It is fine and useful as is. We already have Indomitability for panic button AOE heal and Lustrate for panic button single target heal. This serves a different purpose and does it just fine.
I haven't used Dissipation yet, but my understanding is it is the "in case of emergency, break glass" button when all else is exhausted and you need immediate stacks for Indomitability/Lustrate or the party will wipe. Pre-Heavensward, I've been in situations where I would have used Dissipate if it were available.

I could see a use for ET in Slaughter with those damn cometeors but have yet to try it yet.
From an emergency perspective, Dissipation is more of a "break glass and then cut yourself with it" proposition. This is my problem with this skill, especially in addition to Indo and Diss. They improved SCH by making it more like WHM, giving it more heal bursts. I don't think any of the skills are useless, but they aren't very creative. SCH's skills should feature the fairy and galvanize, not get rid of them.
I think it is a definitely a raid skill and as it has been with SCH you when big hits are coming so you prep and hit it. Bobs your uncle mate
Turning the shield into raw HP once every 30s plays with the shields in a way you can utilise it depending on your needs. For that reason I am usually precasting ET+Succor before raid wide damage that requires stacking and saving indomitablilty when party needs a quick aoe heal that doesn't remove attention from tanks.
Am I the only one who doesn't understand all the qq about Dissipation? Sure you would pretty much never use it a normal situation, and due to that it kinda feels like a lame lvl 60 skill, but to say it has no use what so ever? Had you not been in situations when your group screws up completely, and healers can't keep up with the aoe damage, but you only need to actually live for few more seconds? Dissipation is perfect for that situation, as an alternative would probably be a wipe, is not worth to sacrifice your eos to at least have a chance on making a difference on surviving? Moreover the 30 second restriction on resummon is not going to matter, as high damage phases are usually either followed by a low damage phase, or you will just kill the boss by that time. + it will give more breathing room for another healer, who for example was oom before, and again fairy sacrifice is worth it, as last I checked another healer > fairy
