i kind of like it how it is now with the neighborhood feel. and maybe square knows this game isn't going to last forever, one day all the space and money they invested on the server side of things cost them for a fleeting subscriber base. it might pay for itself now, but long term they'll have to think about what to do after the game is gone. so yea, i think they are cheap and evaluate cost because thats what you kind of have to do. and it's a balance because you have players who can't access housing at all either, which is, i agree, unfair because housing encompasses a lot of little different activities and everyone is paying the same subscription fee. do other games do housing better? yea i'm sure. are they making excuses about the whys or why nots as far as limitations? maybe. but square is doing its own thing here and i actually like the execution, there's just not enough to go around. its maybe hard to sacrifice their vision of how they wanted to present personal and FC housing to Eorzea, so to rebuild it completely or even partially is probably a lot of work and re-design. and maybe they didn't have a grand vision at all and didn't expect this outcome so they didn't plan far enough ahead.i know yoshi and team were caught off guard (pleasantly) how popular FFXIV would become again, even if it's something they were hoping for, you can't always expect it to just happen. adding the additional servers wasn't in their original plans either i'm sure, but i think they are adapting as best as they can to get things right for as many people as possible.
