90% of the time I'd say Im using dialation on balance or arrow on my highest parsing dps. But if i know I'll be dodging alot of mechanics soon or just not able to fully focus the tank, I'll dialate the Hots on my MT. Saying it doesn't matter cause you can recast them is kind of silly (takes time on the GCD not allowing you to cure). Could say astro's lower potency doesn't matter cause you can cast twice... but no one will. It basically doubles the potency of your regens, costing no mp. But overall its obviously best to assess the situation and use dialation where its going to do the most good, which often isnt the regens.
