How do raid lock outs work?

My FC is planning on having 2 raid groups, and some people from group 1 want to help group 2 also.

Can somebody who raids savage mode with group 1 also do it in group 2? Even if they can't get loot, just to do it and help? I've heard that with old raids it would lower the amount of loot your group gets, but i've also heard you get locked out and can't go back in.

If you mean hopping from one group to the other, it should be possible to run Savage with either group. However, iirc I think the devs removed the lockout back in 2.55 when they added Echo to Final Coil.

Is it true if you run it a second time, you make the fresh group get less loot?

This was for Final coil only until they removed it. For new raids, Alexander normal will have a token system were each player can only get one token per turn per week. for Savage Alexander, no information was given, they said more information will be coming during next live letter.
