By stating there are recruitment officers i atleast expected to have to choose which Grand Company at this point and a quest to go along with it. Oh well....

Yes, I would rather get nothing at all. There is no "A" for effort here. They are creating a precedent for events that aren't events. If we let them, we'll get more crap shoveled at us every month.
Make it awesome, or don't make it.
It's been said before (in defense of these lackluster events.) that events are planned and implemented by a team separate from the other dev teams. They really don't get any lee-way for the big patch crunch.
The only mitigating factor I really see is that they planned this event to coincide with a feature that hasn't been added in to the game yet. Namely, Grand Companies.
I'm hoping the event steps up a notch when the patch comes.
But the nay-sayers were chastised by the fanboys when we complained about the lack of event surrounding the Hunter's Moon, citing precedent in past events that change as the event progresses... And nothing expanded, nothing changed... it was nothing but pest control and an ugly earring.
If the choice is between nothing and crap... I choose nothing.
I think an event like this where they set up decoration in town and give us some fireworks is fine. At least it's natural.
I don't see what more needs to happen besides maybe they could bring in a party ship to dock at Limsa or throw a ticker tape parade through Uldah or something. But I mean really, it's good enough as it is, in my opinion.
EDIT:
They could definitely do more, sure. I guess my point is that I am satisfied enough as it is though.

Quit your damned complaining and ignore the event then. YOU don't have to participate.

But Grand Companies are already here. They just haven't added the filling yet, so all we have is the dry and flaky crust.

The seal vendors say something about a new item that can be bought near the end of the event, so keep your eyes peeled.

I have every right to complain. You have every right to ignore me.
But if you settle for mediocrity don't be surprised if it's all you get.
P.S.
Most of my actual complaint is leveled toward the Hunter's Moon event. There is still a lot of potential for this event to expand after the patch actually launches.
