Ya know what, keeping with the theme of Final Fantasy IV, which a couple aspects of Heavensward has, maybe it's the Flagship for the Red Wing's?

It was stated in one of the quests that the Garleans had built another airship like the Agrius (the one downed in Mor Dhona while fighting Midgardsormr), this is possibly that airship

That very airship does actually make an appearance later on, and I can tell you this much. They're not the same craft. This one is very allagan in design, and you'll see the parallels for yourself once you reach the final explorable area in the story.
