Folklore system may not be working?

Summary:
I am a level 60 Fisher, who has recently unlocked folklore fishing by buying the tome for the Dravanian region. (Tome of Ichthyological Folkore - Dravania).

Upon using it, nothing happens, including this message:


(That person is a totally different person)

My fishing guide is unchanged, with 17 pages and 2 missing slots at the end (confirmed its like that regardless of fishing progress with another fisher).

My fishing log is also unchanged.

I contacted the person whose name was listed and asked if their fishing log changed at all. Nothing as well.

I have another fisher friend who also got the same tome and is having the same problem.

There was no mention of folklore fishing / gathering not being available in the patch notes, only red scrips being delayed to a later date.

I compare the specialist system for crafters to the folklore gatherers, its surely odd that it wouldn't be available in the game yet.

Can this be confirmed its a bug or something?

Edit 1: Trying to buy the book again says I already have it.
