With the end of 3.0, Ishgard joins the Eorzea Alliance. Is it likely we'll be gaining a 4th grand company as a result?
I've had the same theory since they announced housing there and with the modifications to PvP. Whether its a good thing or not is the question.
Announced housing? What?
It's the opposite, they announced that there's no housing in Ishgard's planned for now
They've also stated they have no intention of adding Ishgard as a Grand Company at this time. Perhaps later they will revisit the idea.

Why I was surprised to see someone say otherwise.
They probably took the "for now" to be "as of 3.0, 3.1?" I don't know. It's very odd if they don't add it, but one can hope. They'd need to offer incentives to keep people from rushing to it, though.
New wards have been announced for 3.1 so the "for now" means until they decide otherwise, could be tomorrow like it could be in 5 years
They need to fix the availability issue before they start doing that.
If they're going to add houses in Ishgard, I'd go for a ward of instanced housing. Or phased, similar to the farm and garrison from World of Warcraft. Where in, when you go to the designated area, you see yours and yours alone unless someone else gave you permissions and/or you're in group to visit.
EQ2's housing, I can set permissions on the door for people and a level of access. WoW's garrison, I can invite folks to group and they can visit my garrison, but cannot go into it alone.
Anything at this point is better than the first come first served, "might as well not be adding more" wards we currently have. Many servers have 0 small houses leeft, and several have 0 houses period left. They're not affordable, and by the time you get the money for them, they're gone, particularly on legacy servers.
I'll never be able to come up with the millions upon millions of gil folks as for small houses on Excalibur, considering someone that's been here for years probably has three times that and can afford it... and they wonder why folks buy gil.
