    Pretty sure it does. Have tested it on a dummy with my brother and I built more hate then he did on a single flash. So unless my gear just improved my flash that much (we had the same weapon and where ilvl130) or flash can some how crit for me the five or so times we reset the enmity on the dummy I'm pretty sure it does :/ that being said unless you have a blm going completely ballistic on there aoe's the occasional flash in between you halone is all the extra aoe threat you really need.

    I tested it on a dummy just yesterday. Some weapon as my friend, same strength, same determination. I flashed first, they flashed second, I hate enmity. Then we had her flash first, and me second, she had enmity. So we were both generating the same amount.

    Then we tried FoF, I'd flash first, she'd pop FoF, then Flash. I still had enmity.

    It's been this way since Valk tested it ages ago....So unless I'm missing some sort of variable here, it's as it always has been.

    On trash mobs in dungeons, it depends on how well geared the DPS is. If they're well geared, I stick to the trusty Flash --> Circle of Scorn --> Halone combos on whatever needs it, throw in additional flashes here and there as needed, and then start using Royal Authority and Goring Blade as enmity permits. On bosses, it depends on how well the healers are geared. If healing isn't an issue, I tend to use Halone combo sparingly, sometimes just to throw the Strength down debuff on the boss for some mitigation, but mostly I spam the Royal Authority combo, and do my best to keep Goring Blade uptime at 100%. When DPS is really well geared, with full Asuran armor and i190 weapons, I'm pretty much still just tanking like 2.0, lots of flashing and Rage of Halone combos nonstop. I've gone back to marking mobs so I can catch a break from trying to keep up threat on 5+ mob groups without becoming a Flash bot.

    And I really wish we had a trait to reset the Circle of Scorn timer, or shorten it further. I wouldn't mind more AoE damage+threat, and less almost-useless blind debuff.

    With a BLM and SMN rampaging, you will have to resort to old school flash+riot combo, esp if you're doing a huge pull.
