Quest: Can you hear me now - Key items menu not appearing correctly

Issue:
When undergoing the quest "can you hear me now", when planting the jamming devices, instead of the regular key items menu with everything except the jamming device greyed out appearing, it simply opens the key items menu, with no greying and all of the items being able to be used as they normally can be. This happens on all of the jamming device spots. (This was an issue as it took me a moment to figure out which item I was supposed to use).

Steps:
1. Begin quest
2. Enter quest zone
3. Interact with destination point 1
4. Observe key items menu (bugged)
5. Select other items (works as though the would be selected outside of the quest menu, i.e. invalid target, or opening the menu for zodiac glass or hunt bill)
6. Select jamming device (works as intended)
7. Repeat for destination points 2 and 3
