they were often the most job centered gear available, and the first time around the best for their level. they eventually added upgrades to them, and a different set, that had different bonuses. Overall they didnt destroy gear progression on most classes, because they had gear swapping in combat, and they were specialized into boosting job abilities/stats/roles. Since some job abilities/traits/roles/stats werent necessarily highly focused on one specialty, some of them were considered to be vanity peices.

For example, while you may like a crown that gives you 5 mind (mdef and boost to spiritual dmg skill) and a boost to ACC when you use a specific monk job skill, most people overall rather have a haste headpeice, or one that reduces your dmg recieved.

Of course ffxi was a very different game, and gear progression was extremely horizontal as the game progressed, so it only tells you so much about this game.
