Camera keeps panning up?

I've had this issue for about 3 days now
Whenever I log into FFXIV the camera begins to automatically pan upwards.
This does not just happen when I enter game but rather begins at the login screen.

here are two example demonstrations. No matter what I do, it slowly pans back to the upwards position.
I've tried several things such as home button, ctrl + shift+ end. I have un-installed and reinstalled, unplugged all of my external hardware (mouse, keyboard etc) and it still does this
I just want to enjoy the game, this makes it rather unplayable

Sticky key/controller? Verify what is bound for making the camera pan that way and inspect/clean as necessary. If it is a controller, might need to recalibrate it in the Windows control panel.

I just checked
It's not sticky keys in anyway, and I don't use a controller as stated

Do you have any Controllers/Joysticks/key-macros?

"Panning up" would be like having the UP key pressed down. Does the UP key work in other applications normally?

The up key works perfectly fine in other programs, and no I don't have any of those

I've experienced this in other games, try enabling/disabling hardware curser.

I've only ever experienced such an issue when a game runs inside a VM (eg parallels) due to there being issues with relative mouse cursor positioning. Basically what happens in those situations is that the VM environment has the mouse "center locked" so it's not getting floating point values, solid 1's when the mouse is moved in such direction, which gives some hilariously awful camera movement in 45 degree angles only.

At any rate the first thing I'd do is probably reset the keybinds. You can look in ffxiv.cfg as well under GamePad Settings and see if something is set there that isn't supposed to be.

My friend helped confirmed through some tests that it is not my hardware that is causing the issue, but something with my game
I have a feeling that steam might have something to do with it, but i'm not sure?
