Notice that the post was originally from 6/19 and was about the earlier zones and how they were doing field instances. That post has since been edited from the original (Updated 6/23). The quoted portion about zoning on foot or mount originally applied to the earlier zones and may have simply been an oversight when they edited it, and that portion pertaining to Western Highlands and such remained afterwards. They probably should have just issued a new notice instead of editing the original one I guess.
Regardless... the notice states that in order to select your instance you need to be crossing the zone line on foot or mount. When you are using an object or NPC to move into an instance, you are NOT crossing a zone line on foot or mount (it will actually dismount you), but instead you are being effectively teleported there. You may simply not be getting the prompt to select an instance because the game's mechanic is not the one specified for that result (crossing a zone line on foot or mount). That may or may not have been their intention, perhaps a moderator can get a clarification on that and if it was not intended to be selectable for that zone they can update the post--or get someone on there to fix it. It is possible a fix is already in the works with tonight's round of hotfixes already.
Another possibility that also could be happening is that at the time, that zone was not being instanced on your server. Right above the portion of the notice that you quoted, this was explained somewhat:
It could be a dynamic adjustment like the original one was, where if congestion subsided the field instancing stopped kicking in.Depending on each World's congestion, there may be Worlds that do not separate areas into Field Instances. Please check the "Worlds Currently Using Field Instances" section to see which Worlds are currently utilizing Field Instances.
