Constant lag spikes problem

Ever since the release of Heavensward, I'm having extremely frequent lag spikes that occur every few seconds to every few couple minutes. More frequently in dungeons/any instanced areas, making the game unplayable.

ISP: Videotron (Montreal)
Connection type: Wired DSL
Server: Excalibur

I just want to know if the problem lies with my ISP or the game and what can I do about it? This is the first time ever since the release of A Realm Reborn that I've had any ping average above 7-8ms, and any sort of lag problem. It has been persistent all day, every day since HW release.

I've been getting the same issue on my end since Heavensward went into early access. Almost unplayable in dungeons.
