FPS issue on "Identical" Laptop

I recently bought my friend A Realm Reborn, and he has about the same specs as me which are:
Processor: Intel Core i7
Graphics: Intel HD Graphics 4600
Memory: 8GB (64-bit)

I understand we are running low end gaming laptops but I am able to get a steady 30-40 FPS on low game settings, but he is only getting 15-20. We had updated his graphics driver and checked the power settings but no luck. Googling the issue didn't work.
Please help! I can provide more specs if needed!

If everything really is set up the same way I see only one factor over here. Different software that is running at the same time in the background (assuming you both run the same operating system). Chcek if he doesn't have anything unnecessary open while playing that might be slowing him down. If you on the other case are running two different operating systems, that might be case where the issue is as well.

Just to confirm, that was your specs you listed?

What exactly does he have? (Only asking because it might not be as similar as you think)

We are both running Windows 8.1, but I texted him and he thinks there may be some windows updates he needs.

The specs I posted above are the same as his. Although if you need certain specific small differences that you may think is the problem let me know and I can grab them.
