Yes and No. While I feel doing a Dungeon between the side quests is good Dungeons weren't my sole focus. Since I'm a Tank I did go back a few times to help FC mates with their queues.Wow, this thread. I can't believe that someone actually expects there to be enough quests to get you all the way to 60. When you get a new dungeon unlocked you are suppose to grind on it for one level while doing other quests while waiting for your que and doing FATES if you like as well. By grinding the dungeon for one level you get enough gear to get you to the next level.
There are plenty of quests to get you very close to 60. I did every single sidequest in the game and did every dungeon only twice(mostly to help friends with clears) and ended up at 59 and like 75 %. This included the daily hunts for the last 3 days, a handful of vistas, exploration exp, and at max maybe 10 fates. I did temple leves to finish to 59 to get to 60. At no point did I need to grind dungeons to continue on any story quest. I also had no rested exp because I spent it from 30 to 50 for AST.
If you think you have a lack of quests go back to zones including Mor Dhona( there is a level 55 quest chain there) and check ishguard quests as they send you back to zones for more quests.

Yeah this game. 100% GRIND. Pure GRIND... Grind up to 99 Then Advanced Class?! HELL YEAH! Return to level 1 and start all over again.

The whole point of roulette is for you to fill other people's party.
You are rewarded to making other player's queue shorter and it is a mistake that they allowed expert and high level to be queued as a group. You aren't helping people's queue at all so why are you rewarded.

I just hit 60 today. Did not farm any dungeons. The only time I repeated a dungeon was when I got it as a roulette. Did no FATE grinding. I was so far ahead with exp I left all side quests in the last zone untouched. I also had no rested exp for this since I had also leveled ast first.
There's are many ways to maximize exp without grinding.
- Do your side quests. This is obvious.
- Do all your daily roulettes. Low level can give you a new leveling dungeon. Massive exp potential here and it's already good.
- Do your challenge log. (I completed my FATE one to start my AST but haven't done any FATES since.)
- Complete your sightseeing log. You get 18k exp for each entry and there are 42 entries.
- Do your daily hunt marks. You get over 23k exp for each mark killed. It's good.
- Map every zone. You get exp for each area you uncover and 30k exp for the mapping achievement.
No issues with exp if you do all these things.

I recommend daily roulettes as well. They give you about a third to a half a level's worth of experience overall. The daily marks are also good experience. I added in some dungeon grinds for this as well to break up the boredom.
Sightseeing and completing maps aren't worth the effort in my opinion. They take a long time to complete and maps you will need flying to complete most of them.

You should be queueing dungeons while questing. I'm half-way to 56 and I'm still in Dravanian Forelands because I'm still doing quests, FATEs, hunts, and in queue for a roulette or just a dungeon while working through all of those.

Sightseeing takes all of 10 minutes in each zone. No weather or time restrictions. You do need flying, which is easy enough to get if you are doing side quests. There's already a guide with every location and screen shots.I recommend daily roulettes as well. They give you about a third to a half a level's worth of experience overall. Little effort. 756k exp. And it's really fun.
