Dragons: are they all intelligent / sentient?

Since we're dealing so much with dragons right now, I got to wondering....

So far, the only dragons we have heard speak are the "great wyrms", Midgardsomer and his direct decendents. I believe that at a certain level 53 point we meet other dragon NPCs of types we've seen but not seen speek. Until now though dragons have been treated as a monster type, particularly the various Hoarde dragons...the aervis, the wyvryns, the dragonflies and so on. Nothing to indicate they aren't beasts. Are all dragons actually as sentient as the big named ones?

it's possible that since they are so long lived that until a dragon reaches a development point similar to Svara and other large Wyrms that they are simply too primitive do to lack of age and development. So that they are only able to reach true sentence after obtaining great age by mortal standards as several hundred years could still be adolescence by Dragon standards.

There is a questline in Coerthas western Highlands that touches on this subject (MINOR SPOILERS just a little warning if you don't want to read about it before doing the questline) as you help a couple young Dragon hunters bag some kills, and that apparently big dragons come for the corpses of smaller dragons and they do this as an honour.

Also specifically states that ALL aevises were once people that partook of dragon's blood (so all of them in the stone vigil were once people, not just the ones you watch transform) and the question is raised why they would do this, become beasts..
But what if they don't? Not really?

Yes they always have been there is so much lore in game but also in the real world that shows that they have intelligence.

I think the short answer is yes they are. The dragon in anyx trine all converse with you, not to mention that female dragon (cant recall her name).

Long answer though.

There seem to be different ranks of dragons. from wadgets (more beasts) to aevis (beast with wings) to wyverns (capable of flight and 2 legs) to dragons (4 legs with wings). It seems that lower ranking dragonkins communicate through their own means but once we are dealing with wyverns and beyond (there is an npc wyvern) they seem to be able to speak human language i.e. pretty intelligent.
