    Well, I can easily prove the youtube comment wrong, since I've observed my NIN dots scaling off of Skill Speed. Since it's a multiplier that starts out pretty low, though, it does take a bit before you start to see anything. When my Mutilates were hitting 57-65, it took 72 SS to move that to 58-65. When they were hitting 99-110, 146 SS took them to 102-113. So, since it's a multiplier of damage, the base damage you're doing with no SS also affects how much SS it takes to see a difference. For example, if I had been testing on Mutilate, I'm sure I would have seen slightly faster increments. That said, I would have expected to see some boost on the damage in the video. . .unless it was awkward rounding, maybe. Or if it's partially because BRD has lower WD to multiply against the SS. . .

    Yep the base damage effects how much skill speed it takes to see an increase since it's a % increase. About 82 skill speed is a 1% increase in DoT damage, but since DoTs do so little damage you won't really notice a 1% increase (I.E if your DoT's are doing 50 damage per tic a 1% increase is 0.5 damage which would basically mean no increase, while doing 100 per tic a 1% increase would increase the damage by 1).
