Lol Vdofnir is Hraesvelgr's dauther, did you skiped cutesenes or what? xDI think Tioman is, or rather was, Nidhogg's lover. Once she is defeated, her dying words are along the lines of, "I'm sorry my beloved". And if that is themcase then she is part of Nidhogg's brood but as his mate not his sister, although...?
Anyway, seeing as how she is merely a boss and has no story tie ins, I don't think she is one of the 7. I do think Vidofnir could be one of the 7, but I have no proof only a feeling. Though, her name does have a similar motif to the others. And, she also bears a resemblance similar to one of the 7 children in the artwork.
Is Fafnir in the game already?

You know Jörmungandr is just another name (the real name) of Midgardsormr, right?
It's more likely to be Angrboda.
Or Midgardsormr is like that of Ymir in Norse mythology and just birthed the children on his own.

The closest thing I remember is she is referenced as part of Nidhogg and his Brood I believe.
That was in context of being different from Hraesvalgr's brood who we parleyed with in Dravanian Forelands.
So Brood in that context was part of Nidhogg's own family group but those Broods are not part of the 7.
Fairly certain she is never directly called his Brood-Sister.
But I'm not going to re-check. You're the one making the claim, so come back with the direct quote you're thinking of if you wish to refute our current understanding.

Bahamut primal we encountered at the end of 1.0 was an super powerful version of Bahamut as said in one of the last quests, the reason they don't wanna capture a primal like bahamut again to stop reincarnation is because they start fermenting themselves with prayer until they become an A-bomb

Yeah, she's bound for eternity, but is that all? Is it some sick form of Allagan punishment they've inflicted on her for being the one to summon primal bahamut? I would think that they'd place a mind-control device on her.
It appears to just be zealous restraining - she's not only shackled, but gruesomely pinned to the platform. But yes, it's quite implied that even for all that, she could break out of those restraints after five thousand years of their decay (and if not, then Middy or her siblings would assist her with it in a twinkling). It began as restraint, but she herself has taken it as punishment.

I think they allude to Tiamat being able to break free. Midgardsormr asks her why she has not forgiven herself yet, possibly implying that she could break free and live a normal life. Tiamat herself does not wish to as she regrets allowing the Allagans to use her sorrow to create a poor reincarnation of her beloved Bahamut. She says that this is her own punishment, and she'll atone here until the world itself ends.
