I was thinking it had something to do with the instances, but it was happening in Dravania which isn't instanced. Pretty annoying though.
The requirement for using the ring to teleport to your partner in Heavensward areas is actually slightly different than A Realm Reborn areas.
We updated the Ceremony of Eternal Bonding website with this new information, but as many do not revisit that site I'd like to quote the text here for easy reference.

I could understand that being the case if the partner was flying or even just in a place that is only accessible via flight, but when that isn't the case this restriction seems a little excessive... I think the actual issue is Exploiting the Eternity ring for getting to Aether Currents or areas otherwise in accessible to the other player. The Churning Mists and the Last Map are two areas that explicitly the two areas I have in mind. As for the flying thing though a bit excessive sure. I could see just limiting it to having accessed the map itself, or completion of the MSQ that holds the last Aether current to show completion of Map. At that point all the Side quests are available in some form and it shows they have progressed the story of the map.
- Prevents you from exploiting things. *SPOILER* You could reach exclusive zones like northen part of Sea of Clouds, which is only accesible when you have the lv57 MSQ that gets you there via airship and other areas that are exclusive only when you can fly.
- Kinda makes sense aswell because if you can't fly and teleport to someone who's flying, what would happen to you if there's no fall damage/death on air.
I need to try this with my ingame partner once they unlock their first flying. Stand on the ground while they are floating over a gap and see what happens![]()
If your partner is flying, you get teleported to the aetheryte.

They made it the blanket both need to fly because if they didn't then they would have to go through each zone and zone them as to which areas you can and which you can't and coding something like that takes time.
Imagine each zone they would have to cherry pick and figure out ok, Blue are areas where they can call person and red are ones where it won't work, then when they both learn to fly the whole area becomes blue. Rather than work with something messy like that simply adding the requirement that once you learn to fly it's accessible just makes it easier on them to implement rather than having to create a system that they hope woudln't get exploited by something who might of found a location in which they cna get into an area and touch an aerthtyte that they should not be able to reach.
