There should be trains but you should have to hijack one to get into Garlean territory. Or wear Garlean Soldier uniform to get on.

This could actually be incorporated into a quest, maybe even have fights in the train then climb onto the roof and battle more soldiers, then some big flying garlean machine comes down and you have to battle it, like what they had in FFVII when trying to stop the train smashing Barrets hometown.

I really like the idea of a train ride. Unfortunately, all non-instant travel eventually falls by the wayside. Maybe as part of a type of caravan defense in future Garlean territory. Makes me wish there had been some kind of train in Movapolis.
