It depends on the situation. There's usually no point to use the former if it's a multi-mob pull since Unleash Spam + Blood price will generally establish hate easily. Single target, it's best to start with the former.

Edit: Reading again, the overall better rotation to use is Hard Slash > Syphon Strike > (Dark Arts)Soul Eater because of overall Potency. Otherwise you'll want to end on Delirium for best Potency outside of Dark Arts.
