    hey i just hit level 60 how do i get tomes of law?

    can i run any heavensward dungeons and get them or is it just roulettes?

    Cannot be any leveling dungeon.

    Proceed through the MSQ, and finish "Heavensward".

    After you defeat the two dungeons you will face (will not name due to spoilers), go back to Ishgard and head to the Airship landing. There's someone who will give you a quest to go into Fractal.
    At the same time, go to The Sea of Clouds. One of the Vanu (or something) will have a quest named "Reap what you Sow" or whatever.


    After that, just farm the crap outta them.

    My advice is farm Fractal, and not Neverreap.

    Fractal is way faster and easier to deal with.
