Moogles being tinier than lalafell, and who prefer to fly and has never been seen walking on the ground, I highly doubt they would ever implement them to be a playable race.

As mentioned in this thread, for lore reasons they daren't break that where suddenly there is an abundance of Moogles around Eorzea.
