Can't Start Mainstory Quest "The Price of Principles"

I am having a problem starting this quest from Minfilia in the waking sands. I have completed the prerequisite quest "The Ultimate Weapon". Is there something I am missing or is the quest bugged? If so, what can I do about it? Any help is much appreciated!

Do you have any active story quests?
Have you gone into the Solar to talk with her?

I have "You Have Selected Regicide" but I don't think it's part of the same questline.
Yes I went inside to speak to her but there is no quest marker above her head.

Well then if you have 'You Have Selected Regicide' you've already well and truly passed the 'Price of Principles'! (Hence why you can't start it - you've already done it!). The point in the story you are currently up to is you have to go defeat Good King Moggle Mog the XIIth (as this is a Primal fight you've probably mistaken it as an optional quest when in it is in fact a main story quest that involves a party trial battle that you need to undertake in order to continue in the main scenario). This page lists the relevant information about what you have to do.

If you are up to Thornmarch (you have selected regicide) then according to the quest list you should have finished The Price Of Principals quite some time ago. You have to get through it to get to Thornmarch.
