Level cap increase with HW?

I'm confused on what you mean learned in Ishgard as my 52 and 54 BLM skills were learned right in Uldah from my Job NPC.

my level 52 bard quest finished in ishgard n rest have been in HW maps and most of the crafting job quests finish in ishgard aswell with the 53 quest available from npc the quest finished with
