Can someone explain why I need a party in the FC basement to use...

I tried to start the second part of a housing crafting using the FC workshop, and I get told I can't without a full or light party, Really? ok my Wife and I are the only ones in our FC, so unless Chocobo's count then we won't have any chance of finishing any workshop crafts.

I haven't tried it yet since we have enough people in our FC right now, but I heard you can invite friends from outside of your FC to help you build stuff? I'm not 100% sure this works, just seen it mentioned on the forums else where.

Yeah, I was going to try to surprise my Wife with a either finished or at lest started airship, but that put a halt to my plans, if I understood it correctly it's only people in the FC that can do anything with it as long as the FC leader gives the right permissions, my Wife had to make it so I could start, add, and modify the crafting, I hope it's a bug or they at lest make it so the FC leader can give a permission to start the next phase without needing a party, because when it comes to crafting I like to do that solo, it just seems odd to have to be in a party just to goto a next phase of crafting.

Edit: I'll have my Wife to see if there are non-members permissions for the basement workshop.

From what I've seen of it, the Free Company airships seem to be built around the idea of people within the Free Company co-operating and all contributing to its construction. There's no point saying "I hope it's a bug" though, because at the end of the day Free Companies aren't designed to be just for two people, so if you don't want to invite anyone else for whatever reason (and that's your decision, not judging or anything) then be aware that you're going to run into issues like this from time to time.

That being said you've already got around a similar problem once before in the past I imagine, since you need multiple people (4 if I remember correctly) to sign to create a Free Company in the first place. I would suggest asking around to see if people either want to join temporarily, or, as others have mentioned, see if you can invite people from other groups.

I can confirm that non FC members will be able to join you for that part of the development. Me and two others from my FC joined a friend from another FC last night to allow him to complete the progression of a housing part. We didn't need to do anything but be there.

We each did happen to have at least 1 crafting class to lvl 50, but not sure if there are any requirements in that way.

On paper, I like this idea. In practice, it is simply annoying. Can't it just be changed to "Requires four active members", rather than requiring them in the workshop? Given they don't even need to be Free Company members I just find the whole thing kind of silly...

Either I have to waste peoples time by randomly bringing them into the Workshop to advance progress, then gather up the next set of materials and do the same thing again. Or I gather everything in advance and do things efficiently, but then I get Excellent progression and require less materials, which ends up being annoying. Another thing is the materials needed... Two things bother me; The level requirement, and the quantity. The level requirement is (currently, hopefully) blocking a lot of people in my Free Company from really participating, and the amount needed is solo level quantity in most cases.

What I'd quite like to see is the quality aspect dropped in favour of a two tier system; To increase the progress, we have the current set of material requirements. To increase the quality, we have a separate set of lower level items. This way, pretty much anyone can participate to increase the quality. People who can participate for the progress can, but they don't have to be amazing and HQ everything to do so. With lots of quantity required in the quality section, low levels can get a fair amount of EXP while indirectly helping progress. There is (apparently, I've yet to hit it) a cap on how much you can turn in, so that alone should add incentive to have multiple members work on it, the requirement for a light party is just arbitrary and silly.
