Menu missing to assemble additional airships beyond first one

Steps:

1) Assemble first airship, no issues
2) Get all 4 parts for another airship, go to Flight Control Panel
3) Flight Control Panel no longer has assemble option, only airship #1 control
4) No way to assemble 2nd, 3rd or 4th airship
5) Also attempted when airship was not on voyage, still no assemble option
