Why do they do it? Because it'd be boring as hell if your character just stood there going pew pew for every single skill.

Boring? It's a gun of course you should be standing there pew pewing things. The sound effects are very satisfying. I don't feel the need to be Neo. Reassemble for instance feels awesome right before you blast someone for (sub)par damage. And all it is, is a big pew.
Maybe if Clean Shot's round exploded on impact or something I could accept the 360 noscope, but as it is right now I cringe just a little every time I fire it. I just don't see a reason for it, even in a fantasy-logic perspective.

In NIN's defense, when using a lot of your CD's when on GCDs you get amazing animation effects. I Shadow Fang>Jungulate. Whereas MCH using CD's inbetween GCDs is like "I shoot like an awesome cowboy".
I rationalize it as my character jumping to get a 'cleaner' shot on the targets head.

Pft clean shots animation isn't bad compared to the Gauss Barrel, I'ma chargin my shot, proceeds to wave the gun about pointing it in the air then last second point at enemy. That is a bad/lazy animation.
