Look below the marked area for an npc... Not the airship ticket seller.
Just tested this with a later instance, and there is an npc there that offers to take you to your destination.

In my case the NPC is Notrelchamps.

Yep thanks guys for the info. Indeed there's a npc near the airship ticket seller that can bring you to blue window. For those who forgot to attune to the crystal.

CGMidlander provided a map of the location in The Pillars. There you will see this npc. She should take you to Blue Window when you unlock that path via Lvl 57 Main Story Quests.

You can walk from cloudtop.

You can't. The Sea of Clouds is split into two on purpose. You have the option to go to Cloudtop at level 50, however you cannot get to Ok Zundu before the main scenario quest takes you there (at 57ish), to avoid story spoilers.

I know this because I started in the Sea of Clouds and I tried for 4 hours to figure out how to get an Aether Current on the upper levels. I must have run along the edge of the map 3 or 4 times.
