only having 3 dungeons to get exp from 50-60 is crazy. There's really not much more to say about it.

Im pretty sure there was 5 dungeons, 51, 53, 55, 57 and 59. and then 3 at 60.
High level roulette is possibly the fastest way of getting law, did an 8min haukke hm yesterday for 100 law. (weapon cost 570, acc 215)
Just doing the quests in each zone tends to level you up appropriately for each new aspect you unlock, the pacing is very good through questing including main story quests in order to promote and push people to actually take part in the story lines present instead of just grinding dungeons or fates to 60. I for one appreciate the way they have done it and the amount of dungeons is plenty enough if actually do a lot of questing that is by proxy teaching you the lore, events and about the people of Ishgard. For example I do all the quests present in a HW zone which allows me to be level appropriate for the next by the time I am finished including level appropriate for the next dungeon, trial and story progression without the need to do a single fate grind at all or repeated dungeon grind and that is without having to do any challenge logs, sightseeing logs etc.

The amount of quests that are given to you is absolutely unreal. I've left sidequests behind in several zones now (and more appeared after I'd left those areas as well) simply because I'd progressed further in the story. At this point I'll just save them for when I level up my next class. Secondary classes will also go faster because you won't need to explore.

The higher the difference between the level of the job and the level of the dungeon, the higher the exp bonus the roulette give you.

Most quests earn you about 30k experience. At this stage in my white mage (level 56) I need approximately 2.6 million experience points to reach my goal. It would take 87 such quests to hit my next level. The amount of quests that are given to you is absolutely unreal. Story quests give a nice amount of XP, but those are a one-off so they're not going to be available for other jobs I might level. That basically leaves the level 51+ dungeons to get experience in which is just ridiculous. As for the roulette bonus, while nice it's only once per day, so it's never going to be your main source of experience in the game.
Let's be honest, there's no good reason why the level 50 dungeons shouldn't give experience points. Their only reasoning behind it is to get us to do the newer content. An argument which falls flat on its face when you realize that only level 51+ can actually participate in any of it, so any current level 50 jobs are going to be grinding lowbie dungeons regardless.
