Increase the time limit for Commercial Engineering/Survival Manual

It's almost impossible to use the full value for each manual within the time limit of 20 minutes. The lower level manuals have a 3 hour duration for much less exp. Why are these so short?

Do they cover leves? If so, you only need like...10 of them.

As it turns out, as taught by my LS...just do quicksynth (~60 of them should use up the bonus, for about 5k bonus each synth)...I am silly.
I didn't realize they removed the exp penalty from quicksynth (a long time back).

That's good to know for DoH, but apparently there's DoL Commercial Manuals also, which means... MINE/CHOP/FISH the crud outta something. I think FSH is gonna be the hardest to meet this... heck, I bomb out of a normal DoL Manual in like 5-10 mins. I kinda NEED those new Survival Manuals! I'm afraid to see how many of the GC ones I'd need just to make 55 alone...

When levelling, I tended to run out of a survival manual about a minute or two early.

Trust me, Fisher doesn't have a problem with this. That +150% EXP on fishing is actually massive amounts of EXP every cast.

I used three of them pretty quick the other day on Miner, I was doing leves in Hinterlands and it was gone before I knew it. I was getting anywhere from 8-12k depending on the chain.
