What does this mean? What is the significance of the GCD timer being used instead of weapon delay? Why is the GCD value divided by 3? Etc.
Because if you're comparing AA and a straight increase in WS, it's unfair to compare two different timings. Using GCD you can directly compare AA potency to WS potency.
