Missed the point. You passed over the second line of context, quoted below:

but what for? It doesn't increase your DPS by itself. You use it in your opener so you can fit all your damage boosting buffs in since your first 3 attacks have a castbar. The 2nd and 3rd part of your 1-2-3 combo is instant cast so you can fit in your oGCDs. It'd basicly go like this Rapid Fire -> GCD start up with weaving your buffs -> Wildfire -> Strongest GCDs + oGCDs with potencies.
Where did the 25% come from? It's always 100% under ammo, you misplaced your QR, let me list it for you.Why do you waste Rapid Fire on Hot Shot + Lead Shot prep?
Wouldn't it be best served while Wildfire is active?
Also, holding a proc is optimal under one circumstance...
"6 ammo phase" (staggered QR+R firing spree).
Why you ask? Higher probability.
580 (1a 2a* 3a*) ... " "
160 (1a) ... " "
200 (2a*) ... " "
160 (1a) ... 220 (3a)
200 (3*) ... 140 (1c)
180 (2*c) ... 180 (2*cc)
200 (3*) ... " "
=1680 ... =1680
1 = split shot
2 = slug shot
3 = clean shot
a = ammo-use
* = procced
c = 50% to proc next
cc = 25% to proc next
Same potency, one has better odds.
SS = Split Shot
LS = Slug Shot
CS = Clean Shot
QR = Quick Reload
Holding Procs
SS > LS > SS > CS > LS > QR > SS > CS > LS
160+200+160+220+200+160+200+180 = 1480
Not Holding Procs
SS > LS > CS > SS > LS > CS > QR > SS > LS
160+200+220+160+200+200+160+180 = 1480
After trying out a little bit of the rotation(minus Gauss Barrel of course). It feels so much more fluid.
Though I wasn't having problems regardless with DPSing since I was weaving GCDs, overall this guide helped immensely.
@Cascadi... a = ammo-use.
As you can see, my example rotations extend beyond the ammunition-phase.
Why? Because it's important to account for the lasting effects of an "ammo-finisher."
You know this because you displayed 8 weaponskill-uses... though, I'm curious why you stop at 8 instead of 9?
The 9th is the most vital as it demonstrates the difference in probability between the two sets.
The 25% is my way of demonstrating the net odds of no-ammo proccing twice consecutively.
First no-ammo chance is 50% & next is 50%, meaning you've got a 25% chance to successfully land both.
Vs. the former rotation which only chances one time for equivalent net potency.
Also, I didn't misplace my QR...

Precasting reloads is really silly.
Uh, for the 9th cast it's going to be a 50% of proccing Clean Shot. You don't have any ammo at that point, so both sets are equal? I don't understand what you are trying to get at. Also, you did misplace your QR:
580 (1a 2a* 3a*) ... " "
160 (1a) ... " "
200 (2a*) ... " "
160 (1a) ... 220 (3a)
uses 6 Ammo for both sets, so you did waste the Quick Reload ammo on the Clean Shot when you should've kept it for the Split Shot.
I explained it as best as I could... please reread & try to grasp what I meant.
One version has higher probability of success than another.
Returning later to address the QR discrepancy as well.
