Aether is overpopulated. They need to implement free server transfers to start shedding the load onto the Primal data center. There is no point to them provisioning if they cannot equalize the load across the systems being provisioned.

People won't voluntarily leave the servers because of gil transfer cap. They need to just shut down both data centers and take the least populated server on Primal and move it to Aether and either move Balmung or Gilgamesh as a whole to Primal in its place.
This, this is exactly what I had in mind. I thought about a third data center but it may not pan out as well since one data center would have Gilgamesh, another Balmung, and the third whatever was the third most populated server. Somehow I feel this would cause even longer queues for Duty Finder on whatever data center had the least populated worlds on it.
I don't know if they can actually do that. It would be great if they can, though. With the amount of data they have, it might be faster to "download" the server data by storing it on several terabyte HDDs and ship it using one-day shipping to the other data center.
