Another option for addressing this issue that wouldn't require any restructuring of the network would be to allow people free transfers off of those worlds, prevent transfers to them, and possibly even a long-term lockdown of character creation on them. I know all of my friends would have no problem free transferring off Gilgamesh onto one of the smaller worlds.

I have to agree with this solution. Blizzard does this with WoW, and the playerbase typically responds very well to it. You see a large group of people leave the super high population servers and go to the "Recommended" servers that desperately need more players. This would help in a few ways, lowering congestion on high pop servers, as well as helping servers that desperately need more population get a playerbase to keep them from being shut down.
