Block precentage decreases upon leveling up

I've encountered a glitch with my block percentage decreasing as I've leveled up. Starting out at lvl 50 when I blocked the percentage negated by the block was at 30%. When I hit lvl 51 it decreased down to 27%, and now at 52 it's down to 25%. I would prefer not to end up at 10% by the time I'm at 60.

Question: are you adding any gear that increases your block rating, or are you just keeping the same gear more or less? Because it SHOULD scale down as all stats do as you level up, and you need more to keep up the same percentage, but even I think this sounds drastic.

Block strength works piece wise and depends on the str stat. You will need to increase your str stat to equipment of that level to keep the same rate.
