Character stuck in zone, can't get out, appears offline

Area and coordinates: South Shroud (X:25,Y:19)
Steps:

1. Used Return to go to New Gridania
2. Used Teleport to go to Quarrymill
3. Character does not appear, assume lag
4. Put PS4 in rest mode because it's usually the only way I have of logging back in after lagging out without having to exit to the launcher
5. Log back in, character appears, can use whistle, but cannot mount, can also perform other various actions that suggest a connection problem
6. See offline symbol appear by name above head
7. Linkshells and tells work, can see people on the server moving around you
8. Eventually, server kicks you back out to the title screen
9. Log in to an alternate character on the same server, confirm ability to play, so it's not a connection problem
10. Move alternate character near the same location where the bug happened, log out
11. Attempt to log back in, same symptoms happen, two characters are stuck in the same location with no way to get out
12. Restart "modem" (in this case my phone) and PS4, delete system data for the character with the bug
13. Log back in, still doesn't work
14. Give up and go fishing for infinite timeworn peisteskin maps with no 18 hour limit because you can now
15. Contact GM support to have them move you so you can play because it might be just on my end (I'm not using an actual modem and just mobile hotspot, thus, the PS4 gives an error when testing the internet connection saying "the router in use might not support IP packet fragmentation.")
16. Have them tell you they can't, and instead go post a thread on the forums
17. Lie down, curl up into a ball, cry
