Reset has always been around 1:00pm PST on Thursdays. It is currently 2:37am and scrips have reset, not allowing me to cap my weeks worth

Not sure I understand, is that a typo? You mean they haven't reset yet?

No. They've always reset at 1AM PST. Nothing changed.

It sounds like the OP hadn't finished capping scrips from last week and was expecting to have more time to do so.

OP's error; they've never been 1PM PST, it's 1 AM. Same time as weekly reset just 2 days off because they weren't implemented right at the weekly reset.

Honestly, it's silly for everything to reset at different times as is. I wish they'd at least move red scrip reset to tuesdays, and ideally make dailies reset at 1am too instead of 8am.

they were purposely implemented on thursday instead of tuesday; the red-scrips patch was delayed because they wanted it to reset on thursday.

They wanted red scripts to reset on thursdays so that players had a head start on eso/alex/huntmob weekly caps and not have to cram all that plus gathering/crafting red scripts all in the same timeframe.
