You have a point, but it can be solved if they make clean shot buff can be only proc'ed with a buffed slug shot

That would work. As it is right now, it's pointless to use QR on Slug Shot to force Clean Shot anyway unless Slug is buffed. It only goes 300 total potency between the two vs 320 for Split Shot and Slug Shot. I suppose it's more to help a combo along than anything and I can understand why it's like it is. They don't want you skipping Split Shot altogether.
