Bards lose 15% of their overall damage when singing paeon or ballad. You also need to consider this; you don't want cleanshot to give too much of a boost when its combo'd, because otherwise people would just (quick) reload, do a slug shot and force a clean shot proc.

Quick reload has a 30 second cooldown and on my ninja, that 320 Aeolian Edge damage is 100% chance every time I use it (as long as I'm positioned correctly). That's a 120 potency difference.

Heartbreak is also much worse than the Bard's Misery's End. 10 less potency, over double the cooldown.
