    Frame Rate Limiter (30/60fps) incorrectly capping FPS in Heavensward zones

    I use a 120hz monitor. As such, I have the following available options for frame limiting.
    None
    120 fps (Refresh Rate 1/1)
    60 fps (Refresh Rate 1/2)
    30 fps (Refresh Rate 1/4)
    [] Limit frame rate when client is inactive.

    When using the 60fps option, frames are limited to 60fps in ARR zones.
    However, when using this option in Heavensward areas (Frontlines, Falcon's Nest), it limits the FPS to 40fps.
    This is NOT from performance drop.
    Setting the limiter to 120fps (Refresh Rate 1/1) in the the same Heavensward areas and the fps rises back up well past the necessary frame rates to rule out performance issues.

    Here are examples.

    ARR Zone (Mists FC)
    120 fps (Refresh Rate 1/1) --- [(92 fps actual)]
    60 fps (Refresh Rate 1/2) --- [(59 fps actual)]
    30 fps (Refresh Rate 1/4) --- [(29 fps actual)]

    Heavensward Zones (Frontlines Aether)
    120 fps (Refresh Rate 1/1) --- [(79 fps actual)]
    60 fps (Refresh Rate 1/2) --- [(40 fps actual)]
    30 fps (Refresh Rate 1/4) --- [(23 fps actual)]

    This is on a FRESH Windows 7 Ultimate Install, fully patched and updated, all drivers up to date, only FFXIV installed. There is very very little possibility this is system related.

    mine goes down to
    120 fps (Refresh Rate 1/1) --- 100+
    60 fps (Refresh Rate 1/2) --- 15 FPS
    30 fps (Refresh Rate 1/4) --- 7 ish

    mine isn't limited to ARR areas. It's all area with frame rate limits

    I use 980ti SLI and 4790k with Win 8.1

    I'm having an issue where my config is set for 144 Frame Limit (144 Hz Monitor) and when I log in my frames are capped at 60 (Even though the config still says 144). I change the resolution to something else, then change it back and it magically shoots up to 144 FPS.

    For some reason, no matter the settings, the game boots thinking my V-Sync or Refresh Rate is capped at 60 until I toggle it.

    Maybe it's their friends Nvidia have asked them to push you all to G-sync. ;p

    Seriously though, the coding in this game is beyond weird. I have Crossfire R9 290, 64GB RAM, SSD & i7 4820X (quad core seen as octa) and still drop to 25 frames per second in Mor Dhona. On the initial character screen I get closer to 400fps. Even worse, the aforementioned 25fps can't be improved by disabling graphics niceties. It isn't maxing my CPU either.

    That said, DX11 made it a different game altogether.

    Do you have V-Sync set as always on in your driver configuration? That can do it.
