If you read the quest flavor text, it said an Astrologian's deck is comprised of 60 Cards. The ones you have swirling around it are your cards "In Play" and the Cards in the holster are reserves.

Yugioh is the only game I've ever heard of that does 40 card minimum with no cap decks XD
