Pre-ordered HW on PS4 and installed the patch from the launcher, however am unable to install the HW game from the PSN store (1.7gb). I get "We're sorry, this product cannot be purchased at this time (E-82000113)" however I've already purchased it and before I get that error the screen says "purchased" and I get that error when I click download.

PSN transaction page confirms I've purchased it. Settings > accounts > services on PS4 states "HW early access" and "HW" mogstation states HW early access and HW. I clearly own the game just have been getting error from PS4 on PSN when trying to download the 1.7gb file for the past 6 hours since the timer on the PSN cleared.

I've tried going to psn store website from PC and trying to do it there, i've tried rebuilding database in safe mode, i've tried restoring licenses in settings. I've logged out, back in, shut off, restarted, opened and closed launcher, everything, still getting that error. NPC in game also says HW needs to be installed before I can accept next quest but PSN is not letting me install it even though mogstation and ps4 say i own it >.<
