No, people have confirmed before from both the France press conference and E3 that there are no additional cross-class skills or skill slots. To me, it seems they're going to end up phasing out the class system.

No. Read the patch notes.
It REALLY needs to be done. Back in 1.0, there were some cases where being a class might be better than a job, ifrit extreme for example. That is not the case anymore, and after this game is a few more years in, new players will be tremendously over whelmed. It needs to go.
I really don't like it if people decide to throw away something that has good potential. As it seems they're really not gonna push through second jobs. Arcanist was quite the tease... -_-
They did not give us any improvement to the base class, neither Actions nor Traits. They dumped everything on the Jobs even if some of the skills make more sense with its base class. I have gripes with them putting Stone III and Aero III to the WHM, which is not what they traditionally have.
Just an Additional ranting, if they're gonna phase out their useless systems, they should also include throwing out Elemental affinities then? Fire damage is no different from Ice damage; Resistances give miniscule improvements; Materias are not used they are meant to (only for spirit binding so they say).
That way, we're all gonna look the same.
The only remaining difference would be the Jobs themselves, and the gear levels... which will then follow the same path for optimization purposes. No bragging rights for individuality and unique builds and playstyles.

Two once-fundamental gameplay mechanics, class and elementals, are now being neglected and may get eventually phased out. I really don't like where this is going. Classes are actually part of what appealed to me to playing this MMO vs the rest in the competition. Well sure, having all Jobs on one character is awesome, but with base classes branching out to further jobs is also a big plus.
