When I was downloading it, I closed out of it since my ISP caps my speed at a certain point, and the icon for the game itself changed to HW. After I opened that up and logged in it asked me if I wanted to connect it to my service account and stuff. Then it just proceeded downloading (not sure if anything got added onto the initial download or not) and I wasn't prompted with a second download.

Tried closing out of the client and restarting my PS4, neither changed anything.
Yeah, same here and i'm also digital on PS4.
