    Edit: Also, considering all the people who actually pay up to hundreds of dollars a month on "mobile" games, I think the answer even then would most assuredly be a resounding yes. I personally do not view anything on the store to be pay to win. Just look at WoW and buying characters that you don't have to level or LOTRO, or Neverwinter.. or DDO... even Archeage... or many other numerous MMO that actually let you purchase items that truly would be considered pay to win.
