Ninja Betta - Time Restricted?

I dislike the use of Military Time, I was never good at math. :x

However on xivDB.com someone says it's an all day fish so long as the weather is Gloom so I'd like some clarification from others.

Military time?? its just standard 24hrs, anyway for you understand and remember easy... ninja betta can be caught from dusk til dawn while gloom is active, need 364 gathering minimum. So as tint link express, the best fishing resource is "Cat became hungry" website.
